Implementasi Sistem Pemerintahan Berbasis Elektronik (SPBE) pada Badan Kepegawaian Pendidikan dan Pelatihan Kota Kotamobagu

Abstract
Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor yang mempengaruhi keberhasilan implementasi SPBE melalui aplikasi SIPASTI dan memberikan rekomendasi untuk meningkatkan tata kelola SPBE di Kota Kotamobagu. Penelitian ini merupakan penelitian kualitatif deskriptif dan teknik pengumpulan data melalui observasi langsung dilapangan dan wawancara.Hasil penelitian menunjukkan bahwa perbaikan dalam aspek regulasi, peningkatan kapasitas SDM, pelatihan yang lebih merata, dan pemberian insentif bagi admin sangat penting untuk memastikan aplikasi dapat digunakan secara optimal. Diperlukan juga sosialisasi yang lebih luas dan penyediaan anggaran yang memadai untuk mendukung implementasi SPBE yang efektif. Dengan demikian, penguatan infrastruktur, sistem keamanan data, serta integrasi antar instansi juga menjadi kunci untuk keberhasilan transformasi digital dalam pengelolaan layanan kepegawaian agar terciptanya tata kelola pemerintahan yang lebih baik.
